Ratio functions

Is there anyone that knows how to formulate and display a ratio expression in excel. Example Cell A1 = HR Cost, Cell B1 (value) = 1000, Cell A2 = Total Cost, Cell B2 (value) = 2000. I want a formula in B3 that would give a ratio answer of 1:2 (in the specified format as well). Thank you
