If you are using the "web interface" to access these newsgroups, you should
have an obvious method of rating - if the web page you are using actually
has such a feature.
If you are using an actual newsreader (or even just outlook express) to read
these newsgroups, there is no "rating system" to speak of.

Rating posts is very easy. Thanks to the tight integration of Internet
Explorer, your keyboard is automatically remapped to allow the use of special
hotkeys and indicators.
Look for the indicator on the top right of your keyboard, between NumLock
and Scroll Lock. If this is On, it means you can rate this post, as it hasn't
been rated yet.
To give the post a rating, press the middle lefthand key on your keyboard
(the one that's a little bigger than the others, and is just above the one
with the up-arrow on it.) You should observe that the light I mentioned
before has gone out.
Note: Press the key only once.
Congratulations, you have now rated the post.
