What can you do with the Freeware version?

Load BMP, TIF, GIF, JPG and PNG raster files.
Perform raster thinning, or edge detection.
Vectorise the thinned raster to single colour vectors.
View the vectors overlaying the raster.
Scale the vector drawing.
Save the vectors to DXF, SHP, MIF, WMF or other vector formats

Thanks for those who are responding.. I did a GoOgle search,
and came up with (best choice)

http://www.script-debugger.com/products/prographer/r2v/
(note that this is one of those spastic sites that must be
viewed in IE !!)
http://www.script-debugger.com/download/rv_setup.exe

note that the commentry is mine..

Hard to believe that that would be the best choice :-)

Open source alternatives:
- AutoTrace: http://autotrace.sourceforge.net/
- poTrace: http://potrace.sourceforge.net/

Note that Inkscape (excellent vector graphics program) uses poTrace behind
the scenes to provide r2v functionality. Works splendidly.

Ok, you are probably right.. I am not the end user, so I
don't know.. It is for my brother, and I have asked him to
let me know what he thinks, I will post a summary of his
findings.

Thanks for the links.. (and correcting comment.. :-))
