I have never seen this crap before...... On a PC at work, if you
right-click the system taskbar it becomes selected instead of showing you
the context menu.

Anybody seen this and know how to stop it?

First make sure the computer is virus/malware-free:

Second, make sure no third-party theming program is being used. While
programs like WindowBlinds, etc. are fun, they don't belong on a
workstation.

Third, go through the right-click context entries to see if a
third-party program is causing the issue. The free ShellExView is
excellent for doing this.

Right-click is slow or weird behavior caused by context menu handlers -

Manage the context-menu entries for folders, drives and Namespace
objects - http://windowsxp.mvps.org/context_folders.htm
