Quote and Apostrophe keyboard problem

When I press the quote apostrophe key it will not work. When I press it a
second time I get two quotes or apostrophes (apostrophes if using the shift
key). The problem is only with that key on the keyboard. I am using windows
2000. Anyone have any suggestions as to how to fix this? Thanks.

You probably use an incorrect keyboard layout. Check the
Control Panel / Regional Settings, and select the "US Keyboard".
