Quick Launch Toolbar

Can anyone advise me how to keep the Quick Launch Toolbar active. I have
tried 'lock the taskbar' but whenever I boot my System Quck Launch Toolbar
doesn't appear next to my Start button. Any suggestions would be
appreciated.

Unlock your toolbar, then right click on your toolbar again, select
toolbars and check the Quicklaunch
That should do it.
