1) Can the list of downloaded groups be backed up? ie. how can i save the
file containing the list sos i dont have to redownload it after eg. a new
install ?
2) How is the list of groups on a news server maintained and by who? WHo
picks the groups, can i add a new group?

I realise these questions may be off slightly off topic or something.

Someone may chime in with O.E. specific info. In NetScape/Mozilla,
newsgroup names can be bookmarked (or are automatically bookmarked, in
some versions), and clicking on the mark will resubscribe to the server
and group. However, the synchronization of READ articles will be off, and
if's often easiest to simply begin anew.

picks the groups, can I add a new group?

For info on the worldwide Usenet distributed news system, see...
http://www.ibiblio.org/usenet-i/

Then there are private servers, like the news://msnews.microsoft.com
server (mirrored on Usenet) that control the groups that they host.
Other examples of such servers are sand many
corporate servers. Some rely upon a WEBbased interface, in lieu of a
newsreader such as Outlook Express.

I am not completely sure of your question.

Are you referring to the list of newsgroups on your ISP's server? If so,
the list is maintained by your ISP. My current ISP does not have a news
server. I as recall from a prior ISP, the list saved as a file. Your ISP
should be able to tell you the file name.

If your are referring to the list of Microsoft newsgroups, the list is
maintained by Microsoft. Click on the News Group icon in Outlook Express
will recover the list. Not sure where the list is maintained in your
computer.

If you are referring to the news groups that you have subscribed to, these
are individual *.dbx files. Where * is the news group name.
