Is there someway or a freeware program that can put a signature onto
files that a person would store on a hard drive? Kind of like putting
copyrighted text onto a photograph (example). This would be a way of
knowing which files are really yours and which ones are not in a
security related setting. I already use encryption programs, just
looking for a different option. Any help would be appreciated.

Thanks!

You don't need to, you just need a hash of each valid file, that will
both tell you which files are "valid" as well as being able to detect
missing files.

However, the answer is essentially no, there is no generalized way to
insert text to a file without knowing the file type.
