Question on format 40GB laptop HD to max capacity

I have a 40GB laptop HD, which I connect to the computer via IDE cable
(adapter)..bootup in Win98 bootdisk and fdisk it..create a partition of full
size (~ 38GB)..When I attempt to fomat it in Win98 or Win2000/XP..it only
allow me to format it as 30GB..Are there anyway to format it to 40GB in one
parition?

The reason is I want to use the drive for a portable drive, and it only
recognize 1 partition.

- Make it an NTFS partition, or
- Use pqmagic.exe to format it.
