Question marks in replies

When I reply to messages, the recipients are getting question marks or
strange symbols. Any ideas as to why this might be happening?
 
What language are you using in your reply? What encoding is specified in
that reply (Format -> Encoding)? What message format (Plain Text; HTML)?
