Question about "Set Program Access and Defaults".

I have a question about the "Set Program Access and Defaults" option in my
all programs menu. I checked the properties and noticed that it has
a creation date of 09/23/03, but I got my computer on 02/12/02. Did "Set
Program Access and Defaults" come with my laptop, or was it installed
by an automatic update?

I read somewhere on the internet that Microsoft Service Pack 1 is what puts
it in. If I wanted to delete this program and re-install it, could I? Can I
get another copy of Microsoft Service Pack 1?

The program does not actually DO anything. No need to reinstall more of
microsoft bloat.
