question about rotating advertising on a page

Please forgive me if this is actually a simple question. I'm using FP 2003
and I may be doing some free work for a community association who has
sponsors. If they do a website using FP 2003 what's the best way to rotate
their sponsor's advertising throughout the site?

For example, while reading the community news the image to the right
changes from the local hair salon to one of a real estate agent.

This whole thing is in the planning stages and I'm not sure which host they
may use.

Is there javascript for doing this? Do one of the FP features handle this?

There is a JAVA Banner ad manager, but it is deprecated and not recommended
You can use ASP or CGI (w/ some tracking of ads) but if it is simply just to display a series of images w/ links see
