Question about boot program

Hi,
In the MSDN article "RAM Boot Using SDI in Windows XP Embedded with Service Pack 1", it has mentioned something about "OEM-Authored Boot Program". That is with the OEM boot program, we can implement ram boot without Remote Boot Service which distributed with XPe, is'nt it ? If I want to develope such a boot program, how can I start and what should I do
