Quality PSU can lower CPU temp?

Someone in a PSU review claimed that his CPU temperature actually dropped
10C after installation.

Is this believable?

I've got a cheap 350W PSU that came with my cheap case. I don't know if
this is bad but my P4 2.4B has idled at 44C for 2 years.

if the first PSU was creating voltages above the spec for the CPU,
could cause it. Dual fans for exhaust, upgrade from the first.
Cleaning the rig out after years of use, filth discovered while
putting in the new PSU.

I've got an Antec TruePower 430, to replace the generic PSU included my
case, and my CPU temps actually went up (a 3GHz P4). I believe it's because
the Antec PSU fans run slow for the sake of lower noise. As a consequence a
heat-pocket might build up around the CPU (which is located right below the
PSU).

It's a silly post.I don't think he meant it to be but what difference
would it make if the system were 10 Deg C lower?

It's like when people post about not having enough,"Free Ram" left.

I don't want any free RAM.I want it all used!!I paid for it I'm
buggered If I want it sitting around drinking iced tea and chatting
when it should be processing me data ;-)

Sure. I tested a cheapo PSU, containing a pair of loud and fast 80mm fans,
which kept the case very cool, and lowered the cpu temps (while drawing a
large volume of air over the tiny heatsinks in that flyweight PSU). A
name-brand PSU, with a single temperature-controlled fan, made the case so
much warmer, that it now needed some quiet exhaust fans. My favorite PSU's
have larger slower quieter fan(s), which still move plenty of air.

If the PSU has a better fan, it's plausible that the CPU temperature
would drop, although it would take quite a change to drop it by 10° C.

With a good 525W PSU and multiple fans, my P4 3.0 idles at about the
same temperature (with a room temperature of about 25° C).

Yes. Some have two fans. The second one draws more air through the case
thus lowering the ambient air temperature insude the case. The lower
the ambient temperature, the lower all other temperatures such as CPU
etc.

The claim was made in this group about 2 months ago and was mentioned in
other groups. If memory serves, the original PSU was giving problems and
when replaced the poster claimed the CPU temps dropped as an added bonus.
I see no reason to disbelieve it.

Maybe his PSU broke down in the summer and he didn't replace it until
winter. :-)

10 deg C is 18 deg F.
