the default XP coloring of the UI for the options button on the outlook new
message pane makes it unclear (before mouseover) that this is a menu with a
dropdown list associated with it.
Unlike regular menus this one has a choice that launches if you click the
button rather than expanding like a regular menu.
If you just click on where it says 'Options' it launches a Message Options
dialog that does not show a choice for showing either the BCC button or the
From button. The HTML button to the right clearly shows this by its coloring
and behavior on clicking.
How about adding a thin black outline around the word Options to show that
there are mutiple behaqviors associated with clickingin that area and/or
adding the show BCC and From bottons in another dialog somewhere else. Or
make it a real menu with 'Options' as the menu title and then with 'message
options' for the first item, 'Email signature...' for the second,
Staionery...' for the third and BCC, From for the 4th and fifth. Make it a
real menu.
Currently 'Options' has a dual personality, in drag pretending its ALL the
options but when you click it's realy only 'Message Options'.
I see from searching the web that I am not the only one who overlooked where
the BCC and From 'Options' were set. Subtle features....
Cheers for an otherwise fine product.

I vote "no". When composing a message, click View>From Field or View>Bcc
Field to show these fields.
