Purchased computer w/ XP MCE;How do I remove previous owners stuff

I will keep all programs,but restore does not delete the previous owners name
from,\ My Documents\Documents and Settings\...etc .His name is all over even
on the Properties page as the owner.Do I have changes to make in the
registry?Do I contact microsoft?Do I purchase a 3rd party software? How do I
make the machine mine instead of a step-machine?
