I do a video release schedule for my department as a shared calendar.
Problem is, I need to versions of the calendar (due to sensitive data).
Using an account with multiple shared calendars is difficult if not
impossible.

Besides allowing to create many shared/public calendars, what other
advantages would a public folder (calendar) possess over a shared
calendar?

What do you mean by "a shared calendar"? To Outlook, a "shared calendar" would be any calendar that has been shared, whether it's in a mailbox or the Public Folders hierarchy. Those in Public Folders are easier for userse to access.
