Public folder permissions

We are running Outlook 2003 on Windows SBS 2003. We have several contact
lists in "public folders." We want to enable ownership rights to all staff,
so they can edit, add, delete, etc. The public folders are visible at the
workstations but they are not allowed to make changes. Properties show all
employees are "owners" and should have full rights, but they are being denied
ability to make changes.
 
Post this to an exchange group - it is an Exchange problem, not Outlook.
