PSTs in upgrade to Outlook 2003

Our company is upgrading from Outlook 2000 (Office 2003) to Outlook 2003
(Office 2003), in testing I have created a PST in Outlook 2000 so it is open
in the profile. Then upgrading to Outlook 2003 the PST isn't open anymore,
have to manually open it in Outlook 2003 again. This is only a big deal
cause we have several thousand users that would need to be trained on this.
Anyone know why this PST isn't remaining open in the upgrade?

The PST is in the default location ...
C:\Documents and Settings\%client profile name%\Local Settings\Application
Data\Microsoft\Outlook

Outlook cannot be upgraded, backed up, etc., if the pst file is open. It
must be opened in the new (Outlook 2003) version after it is installed.
 
We switched from an admin install method of Office 2003 to LIS and in the
admin install if the PST was located in the default spot as referenced in my
initial question it would stay open after upgrade, anywhere else at all it
would need to be reopened after upgrade. Was this a fluke then I take it?
Very weird issue I guess.
