PST Keep Size After Divsion

Gen Setup: Clients Windows 2000 running Office 2000 (With a few 2003)
Exchange is 2003

I have several users who orginally have a large PST 1.5+ GB who wanted to
archive past years, which they did. Now however the File Sizes of the Archive
and the Current PST are the same 1.7 GB (no reduction in space what so ever).
So instead of being able to save up some Disk space the maintenace has caused
2X the disk space usage. I've run Scanpst on each PST. I have also run the
"compact now" which takes only 3 seconds of time but makes no change to the
folder size. So i'm looking for anwser and options.

Try compacting more than once since sometimes it takes mutliple (three seems
to be the magic number for many users) attempts.
 
IIRC, you must remove at least 10% of the storage for compacting to have any
effect.

The orginal PST size was 1.7 GB, another PST was created and over 1/2 of the
e-mails were moved to the second PST. The moved 1/2 were removed from orginal
PST. Now both PST are the same size 1.7 GB. I beleive I'm well past the 10%
