Running Outlook 2003, migrating from Outlook XP, and before that, Outlook
2000, my pst files are in the dozens.

Mine are located in Doc/Settings/User/Local/AppData/Micr/Outlook. I have my
Backup pst files located in a separate directory in Windows.

My question is this: how does one identify pst files that are currently
being used? Or ones that are needed as opposed to pst files that can be
safely deleted? For example, where mine are stored, I have no less than 30
separate pst files. Part of the problem is that I use Outlook to retrieve
about 10 different pop and http accounts, in 3 separate profiles.

Is anyone aware of a method of organizing and/or cleaning up pst files,
especially ones that end with descriptive names like 00000008.pst?

Any suggestions for this mess? Thanks.
 
Well they can be "safely" deleted as you do with a Word document as the
pst-files contain your mail data; they are not program files.
The 00000008.pst is probably of your Hotmail Account. This pst-file is the
local cache-file of it.
To see which pst-file you are currently are storing to;
Rightclick the root folder (probably Outlook Today)-> Properties-> button
Advanced-> field Filename
