I have created a new PST file to use with my Outlook
2003. In doing so, I will occasionally get a message
saying that "Folders cannot be opened because another
program is accessing them"...

The only program that is accessing them is Outlook...

This is happening more and more frequently. Is there a
problem with the PST file? Am I doing things too quickly
for Outlook to unlock the file? I am positive that this
is a file locking / unlocking problem, just can't figure
it out.

Can anyone explain?

Thanks in advance

Chris

By default, I should be able to do this, however the
technology operations group has that feature locked
within the installation of NAV so I cannot change it.

Do you think that is what is causing the problem?

Can you exclude PST files from being scanned by your antivirus software?

Due to recent events in spam and malicious programs, all e-mails sent to
this account will be deleted w/out reading.

could be one reason. the other that i have come across is when the pst file
is on a network drive and the backup solution on the server forgot to
release the lock on the file. :/

No, the PST files are local on my machine and the only
time that this happens is as I am attempting to move an e-
mail into one of the e-mail folders or am sending an e-
mail.

hmm.... couple of suggestions...

1) try running the inbox repair tool (scanpst.exe) against your *.pst file
to rule out corruption
2) do you have any addins installed that might be trying to work with
outlook data?
