Well outlook 2003 using native unicode format data file doesnt have the 2gb
size limit, more like +20gb
Using the Archive option, will assist in having a more managable data file

Its the older pst file type, from past experience archiving does not make
target pst file much smaller seems like there is no palatable solution to
this problem

Can I create a new 2003 pst and import 2 gig pst?

You have to archive a substantial amount, then compact before you see any
size decrease of the pst.
Is your current pst in the old format or unicode format?
Within outlook, properties of Personal Folders>Advanced, what does it say
for format type?

old format

How can I convert it into unicode?

You cannot convert 97-2002-type PST files. You need to create a new
Unicode PST file, then use drag-and-drop to copy all contents from the
old file to the new one. Don't use Import; you *will* lose data this way.

Then set the new pst as the default msg store
