Pruchased PC from friend and having problems

I cannot access the files need to remove the previous owner's information and
enter my own. Outlook Express will not accept a login and I cannot receive my
mail. The message I receive is MSOE.dll failed to initialize. (OX800C012E5)
is at the end of the message. Can you help?

Use the XP cd you got with the computer and do a clean install.

I second this. There may be virus, spyware, adware, key loggers, or root kit
on that computer.

Write down the devices name installed so you can set up the correct drivers
if windows don't have built in drivers.
