Hi,
I hope this is the right place to ask a question about protocol. If not,
please direct me.
Is it proper for me to answer whether or not a post has helped me when I
did not post it?

Yes. Many posters have the same problem. A positive reply to help that worked for you may also
work for others. Many problems have different solutions. A negative reply from you will usually
result in a post of another possible option you could try.

A "Thank You" is also welcomed. It is the only payment for the time, and knowledge, given by the
people of this (or any) group.

It certainly helps. Even the OP rarely indicates either way, which makes
verification of some solutions/suggestions much harder.
 
I understand that if I post it, I should rate it. But, what if I am just
brousing through other's postings, and I learn something from one of them, is
it proper for me to rate it? In other words, is rating only for the person
who wrote it or can anyone rate it?

newsgroups. If you would explain what OP is, then maybe I'll get it.
Sometimes, I can be very obtuse.

It may also help, Kira, to not use the web interface but rather use a
newsreader to access newsgroups. You may find the interface to be easier to
work through. Here is a page I wrote on setting up Outlook Express for this:

OP is the original poster.

It is also sensible to follow the flow of a conversation- don't go to top
posting after the previous ones have been bottom posted. It makes the
conversation harder to follow and some people will ignore them. You lose
help.

The ratings you are talking about are because you are using the web
interface to read this newsgroup. I don't know what use is made of those
ratings, but we never see them here. By the way, the web interface is the
slowest, clunkiest, most error-prone method there is. Do yourself a favor
and switch to a newsreader, such as Outlook Express, which comes with

My advice is to forget about ratings and switch to using a newsreader
instead of the web interface. If a post helps you, a brief message telling
the poster that (whether or not you asked the original question) is always
appreciated. If it didn't help and you want more information about the
subject, by all means ask.
