Protecting a style or template in PowerPoint 97

Is there a way to protect or lock a style or template so that users cannot
modify picture proportions or font styles etc.?

I do not wish to lock in one particular slide or title master, but rather to
lock in colours and fonts and logos that can be used with a template. My goal
is to allow users some flexibility in how they lay out a page within the
guidelines I set in the template.

Not really.

The best approach seems to be to make it as simple as possible for them to do
what you want rather than trying to make it impossible to do what you don't
want.
