Protected Directory

Help!

I have a directory that cannot be deleted. The directory is C:\WINDOWS\BDE.
It was installed by Kazaa and cannot be deleted in the usual way. Kazaa has
been uninstalled, Ad-Aware won't get rid of it, and there are no
automatically loaded files in my registry at

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run

that is causing files in the directory to be in use.

Is there a little-known setting in the registry (or elsewhere) that protects
directories and files from being deleted (other than when they are in use,
of course)?

My broadband connection seems to slow down unexpectedly during the day, and
I suspect that someone may be using my computer without my knowing it.

BDE is not adware. It is a shared component of Borland C++ or Delphi.
And of course you can't delete it, while it is in use by some installed apps.

There are two outfits that create the folder
C:\WINDOWS\BDE

If the following files are in C:\WINDOWS\BDE
It probably isn't a Borland C++ or Delphi folder.
