Protect lines in Word

How do I protect a docment so a user can only add comments but can not change
the size or delete a line or table in the document?

Tool-> Protect

In the Protection window under 2. Editing Restrictions, click the Check
boxs "Allow only these types of changes", In the drop down box select
"Comments "

"Comments ". Then in Section 3 Click the "Yes, Start enforcing
Protection"

Sorry, you need to select the areas that you would like the user to be
able to add comments to. Use the Shift key for multiple areas
