Protect Document not working in Word 2003

I am trying to protect a form in Word 2003. However,
after selecting Toos/Protect Document and selecting the
formatting restrictions and editing restrictions, it
won't let me select the "Yes, Start Enforcing Protection"
button on the window that pops up. How do I get it
to "turn on"?

What kinds of settings are you making?

Are you able to use the protection in a new document, with a
very simple restriction (limit just the styles, for
example)?
