I am looking for an add-on that will prompt the user to save a copy of an
outbound email to a local drive/directory (browse). I don't know if this
would be an add-on or if it would require the use of a form. Any help?

You can create a pst-file for this and a Wizard Rule to move a copy of the
message to that pst-file whenever you send a message.

We actually want a copy of the (.msg) file saved to a clients directory on
our server.
