What is the best way to promote a newly installed DC to be
the master DC (primary) in an existing forest/domain?

Please understand that there is no more 'primary' or 'secondary' in WIN2000
Active Directory.

I am not sure that I understand your question. There is not really anything
similar to what you are wanting to do. Well, I guess that you could make
sure that this DC holds all of the FSMO Roles (the Schema Master, the Domain
Naming Master, the PDC Emulator, the RID Master and the Infrastructure
Master ) as well as making sure that it is a Global Catalog Server as well.

What is it that you want?
