Programs won't open

My parents have an E-machine T1090. The computer has
always been a bit on the slow side, but in the past month,
most files, "my computer", "control panel", etc. will not
open, the computer thinks like it's going to open them,
but never follows through. I've run our updated virus
scan, and nothing...so someone told me to do a "soft
restore" which means that it repairs the windows xp, but
leaves everything else on the computer in-tact. So I got
out the restore disk, but there is no option that says
this, my option is to re-format, which I don't want to do
yet. If I put the disk in after windows is booted, there
are 3 driver installation updates to choose from, but
nothing about "soft" restore. Any help would be very much
appreciated, we're ready to throw this thing out the
window!

Do the following before you give up.

1. Defragment the hard disk.
2. Clean the temporary files folder in IE.
3. Check your computer for spyware and trojans with tools like ad-aware and
spybot.
4. Do this repair sfc /scannow and it will restore the missing files in
Explorer and your system. to do this do the following

(a) After the system boots and you enter the system.
(b) Open a command dos prompt by clicking Start , Run and then typing the
words cmd and pressing enter.
(c) Now you will get a dos prompt window on the desktop.
(d) Insert the Windows XP Setup CD in the CD Drive first and then close the
window that appears due to autoplay.
(e) Go back to the dos prompt and then type this c:/>sfc /scannow Make
sure that you enter it in the same way as shown and now this will check for
the integrity of Windows system files and make sure that none are corrupted.
If there are corrupted files then they will be restored from the CD and when
the
restoration is complete you will get a confirmation message.
(f) Remove the CD and then reboot to see the effects whether the system has
been repaired or not.

Please note that any specific updates that were installed will be lost and
you will have to re-visit Windows Update to update your Windows.
