Programs won't open

I am running Windows XP Home with SP2.

When I click on a desktop icon to open a program, my cursor turns to an
hourglass as if it is opening the program but nothing ever happens. I have
tried running numerous items from start menu and they will not open either.
Sometimes the computer can be rebooted and items will open for a short period.

If I have clicked on several icons sometimes after a period of time it will
start opening everything that I had clicked on at once.

This even happens when I try to load Task Manager.

I already have Ad Aware installed and updated on my machine. Is Symanted
Security Check and different from Ad Aware?
