Program's Won't Install

Since upgrading to XP Pro I have had difficulty
installing programs. I download a file, the installation
windows goes through it steps and then.........nothing.
I've tried installing programs off a disk, I get a clock
when I first double click it to install, the clock lasts
about 5 secs and then disappears and..........nothing!!
When I go to to Task Manager/Processes the setup.exe is
listed, but, nothing installs. This has been going on
since I upgraded back in June.

Tried disabling your antivirus before installing anything yet?

No, haven't tried that. I found that I can install
programs in Safe Mode. Frustrating as to why they won't
in normal mode, makes me wish I stayed with 98!

A foolproof method of installing programs is : Close all running
progams --particularly AV ones--run DiskClean to empty Temp files and then
install
