Programs in "Run" Key don't run

Several of the programs in
HKLM\Software\Microsoft\Windows\CurrentVersion\Run do not run on startup as
they used to -- among them is my antivirus software.

The values in the Run key are correct; the paths are correct and the files
they point to are right there where they are supposed to be -- but they
don't run.

I've also noticed today that one of my installed programs doesn't run
properly (Paperport 9.0) despite uninstalling and reinstalling. (One of the
programs in the "Run" key that does not run on startup is related to
Paperport.)

I've tried using System Restore to return to last Friday when everything was
working fine - but it didn't help either of the problems.

What else can I try?

My problem is that programs listed in the Run key in the registry do
not load. It has nothing to do with the Startup folder.
 
If none of the programs in HKLM\...\Run keys execute, see if you have this policy turned on.

Most of the programs in the Run Key execute - there are just a few that
don't.

And since I posted my original inquiry, I totally reinstalled Windows
XP (I tried to restore from a backup and it trashed my system drive so
I had to reinstall from scratch) -- and now that I've reinstalled my
applications, some of them still will not start from the HKLM\...\Run
key.
