Programs Freezing

I am having troubles using certain programs. I often, for example, cannot get into ebay. As the program is loading, it freezes and I have to use the task manager to exit the program. This also happens with a couple other programs. My computer is only 4 weeks old. Any suggestions? I have norton and no viruses detected.

Help! This is a very frustrating problem.
