This is more difficult than you might imagine.

I need a program that will a-b-s-o-l-u-t-e-l-y
display the raw ascii of any file .. and I do
mean *any* file, any extension, even no extension.
I want to see that booger's internals.

I've tried Lister .. so-so until I click on a .URL file.

I've tried View Anything .. ditto.

Any hex editor, most any text editor. Metapad, for example... Shift +
right click, open with...

browsers will attempt to capture this file extensions depending on which
browser you set as your system default. To see the contents of a URL
file open a text editor and drag the file from explorer onto the open
text editor window. Note: This file type can become infected and should
be carefully scanned if someone sends you a file with this extension.

Try Notepad or MetaPad, works fine for me.

Others were too quick to pop up with non-working answers which
just wastes everyone's time. If someone offers an answer, at
least be certain first that it works. What's wrong with that?

Daddioh's answer worked for me...just out of curiosity tried it with
Bintext, Axarscan and Metapad...no problem

Easiest way to set it up is to pop a shortcut in the Send To folder,
right click on the url file and send it to whichever app you desire.
If all you want is the actual url you'll find it in the file
properties box.

i just opened an url with Wordpad so what's the problem ?
tel me a file Wordpad would not open....

And if not happy, try the most powerfull editor, Vi.
even with shell extension integration

Something i don't like with some editors (even VI) is for
binaries, for example they "skip" heaps if it is 1 long line.

Viewing 1 long binarie line is not so easy, maybe i should
try your suggestion.

Someone suggested a hex file editor. That's the definitive answer,
since it'll work on any file that the operating system allows you to
open in read mode.

Whether what you see will make any sense to you is another matter.

Nothing at all. Just be sure that you know how to follow the
instructions before you decide something doesn't work. You didn't.

Instead, you whine and moan that such and such doesn't work. Be sure
that something *doesn't* work before you waste people's time with your
pissing and moaning.
