Program to assign Sounds in XP

Anyone know of a program that lets you assign sounds to different
programs in windows xp other then what control panel lets you do? There
used to be a program called sound event editor but it wont work in XP.

You may have noticed that some programs have a feature that gives user the
ability to set a sound be played when (s)he for example opens, closes,
maximizes or... program. But most of them doesn't have this feature. You CAN
