Program only run normally under "Administrator"

I installed XP sp1 to a domain. Then I install a software called "Citect"
which is a industry monitoring software. I installed it under domain
"administratror" account and it works fine there. But as I log on as a
different user who is a member of domain admin, the program starts up but
becomes extremely slow, it may take 20 minutes to fully start up.
