Program Installing when I run another program

I have installed a program.
Now when I run another program the install program for the other one
starts.

This happened before. I may have done a windows reinstall to fix it
but I don't want to do that now.

What is causing this please.

Use the Windows Installer Clean Up Utility to remove the first installer,
then reinstall that program.
