Program installation problems

When trying to install programs I get the following erro
"error 1606 Could not access network location <common adminstrative tools> all users\
 
No I am not on a network and yes I have the original CD to install the program, I just upgraded to XP and program worked prior to the upgrad

Greetings --

This doesn't sound like an OS-related issue. Is the program
certified to be WinXP-compatible by its manufacturer? If not, does
said manufacturer provide a patch or update/upgrade to provide the
necessary compatibility?
