Progams won't open

I try to open progams on desktop by double clicking. I try to open programs
by start-prorams-click program. I get a brief hourglass, then nothing. Any
siggestions on how to open programs.
 
Do you get this behavior when booted to Safe Mode?

Do you get this behavior regardless of which program you try to open? Does
it only happen with trying to open a program via a shortcut? Are you able to
successfully load any programs?

If you browse to C:\winnt and double-click on Notepad.exe, does the
application open? If not, open a command window and type notepad. Does it
open?
