I have a user running outlook 2003 on an HP Professional
machine, logging in local to the machine. I've created
him on the network and copy outlook profile to his new
user name profile but no messages or addresses are coming
over when he logs into the domain. Is there anything I'm
misdsing? Thanks in advance!

Why have two logins? Get rid of the local account, have him always log in
using the domain account (will work with cached credentials while offline,
unless you have a policy in place to disable that) and there you go.

Have him to log on to the Domain account is what I want
him to do. I am afraid that if he logs in the domain and
delete the local account, he'll loose all his messages
and addresses since they are not in the domain account.
I have no policy in place. Not sure what cash credentials
are

Are you using Exchange? If so, is everything stored in the Exchange mailbox?
It should be -
If you aren't using Exchange, you can just set up Outlook to point to the
PST file of your choice.

Cached credentials = the workstation keeps a copy of his profile & lets him
log into the domain even when working offline. Never a good idea to give
users local user accounts - and don't grant him/them local admin rights on
the PC so they can't create their own or muck up any network settings.
