When I copy my image to a compact flash I get "windows can not create
temporary profile directory" after login as a local Admin.

I create the image on a 2.5 inch ide drive, do all final tweaks and
test on this same drive and then save the image on the local hard drive
of my desktop. I then transfer the image to a compact flash that has
been formated as fat, bootprep-ed, and I have changed the ID byte to
read as a fixed drive. This is the same process I have been using for
two years without seeing this problem.

Could this problem be at all related to the fact that I am now using an
ACPI compliant motherboard and hibernation?

You did not get yet to the hibernating your image on CF, right? So, this should not be related.

What is the storage configuration on your target when you run it through FBA and when you transfer it to CF?
Have you tried cleaning up [HKLM\SYSTEM\MountedDevices] key before you move the image to CF?
Basically the concern is whether you system driver is still the same letter as you had on IDE.
