Professional XP looping

I'm getting a page that says, "We apologize for the
inconvenience, but Windows did not start successfully. A
recent hardware or software change might have caused this.
If your computer stopped responding, restarted
unexpectedly, or was automaticaly shut down to protect
your files and folders, choose Last Known Good
Configuration to revert to the most recent settings that
worked. If a previous startup attempt was interrupted due
to a power failure or because the Power or Reset button
was pressed, or if you aren't sure what caused the
problem, choose Start Windows Normally". It also gave me
the option to start in Safe Mode, Safe Mode with
Networking and Safe Mode with Command Prompt. I have tried
everything and nothing will get it out of this loop. It
will give me this page, and default to starting Windows
Normally, try to start windows, flashes a blue screen,
gives me the www.Dell.com logo screen and then goes back
to this message.

Please, someone HELP!

I have a friend that has had this problem on two computers running Windows XP home, I have reinstalled the operating system on both and after just two weeks, this problem has once again occured on one of his computer systems. Does anyone know what could be causing this problem
