PROCEDURE ENTRY POINT NOT FOUND??

I updated windows xp on my laptop to sp2 and when I got it back to the room
it wouldnt let me on anything.. gave me this message

Explorer.exe Entry Point Not Found
The procedure entry point SHCreateThreadRef could not be located in the
dynamic link library SHLWAPI.dll.

can someone help me get to the restore points on it/
It wont even let me on my desktop

Im in iraq so I cant do much with tech services
