Problems with Windows Installer

I've been trying to install Norton Ghost 10.0 and it keeps crashing.
Symantic Technical say that I have a corupted Windows Installer Package. How
can I tell if this is true?

How to re-install Windows Installer:

Also if you use/goto the Windows Update site it will automatically
check for the most recent update of Windows Installer.

Other option is to search for a file named MSI.DLL, the version should be:
3.1.4000.2435
If not the see:
