Problems with RIS / PXE

I am having some real headaches with a RIS server. The PXE booting almost
always times out with a message along the lines of

PXE - no DHCP or proxyDHCP offers

My DHCP is working fine, the RIS is authorized and tested with no errors
reported. I have tried both 'Respond to any client' and 'Respond to only
known clients' and also uninstalled/reinstalled RIS.

I have successfully managed to get a couple of clients to boot off the LAN
but this seems to be very intermittent. In both cases, I had prestaged
computer accounts but perhaps one time in ten it works. Because I am using
only 2 clients now to test with, I make sure to remove the Lease in DHCP and
Computer accounts before trying to boot up again.

Is there any else to consider in this case and would this message be DHCP or
RIS related?

Couple of questions...

Are you hopping subnets between the PXE server and the client?
What is doing DHCP?

No, I'm not hopping subnets and DHCP is running on Windows 2000 Server. I
used to run RIS on a Win2k Server with no problems but this server has since
been removed.

I am using Windows Server 2003 RIS in a 2000 Server forest.
 
I have just noticed in DHCP options, options 66 and 67 have been set for an
IP Phone system.

Could this be a possible cause and if so, does this mean I won't be able to
use RIS on this segment?
