Problems with Explorer.exe

For the last couple of weeks I have had the following problem - while I'm
browsing the web the computer will slow to a crawl. No new web pages will
load, the Run command will not load, although the task manager will. When I
check Processes, explorer.exe is running at 99% CPU usage. Stopping and then
restarting explorer solves the problem every time, although this is not my
idea of a solution.

My system is Windows XP pro, latest updates on a Dell Pentium III 1 gig. No
shortage of hard drive space, 500mb of RAM.

Any thoughts?

Ann, while in IE go to Tools>Internet Options>Delete Cookies, Delete
Files, Clear History. Also go to
C:\Documents and Settings\YOUR NAME\Local Settings\Temporary Internet
Files. Delete all.
AND C:\Windows\Prefetch Folder. Delete all

Have you run the latest anti-spyware utils?

I've run Spy Bot and Ad-Aware, plus Trend Micro's housecall just to be sure.
I've scanned and defragged, as well as checking the Run key for any errant
programs.

Check to see where your TEMP and TMP folder is pointing to.

(This is for Win XP - for other MS operating systems just find where
your Environment Variables setting is - usually close to where this
is)

Right click My Computer and click properties
Click Advanced then click on Environmental Variables

Look to see where the TEMP and TMP folders are located and make sure
those folders exist. I had the same problem over the years on various
computers with explorer.exe taking all the cpu and it turned out that
i had set my temp files to the wrong location and that's when my
problems started.
