Problems opening links within e-mail

Outlook 2003 : We had a power outage. After that, problems started to occur
in office 2003 programs. So I repaired and now, when I click on a link in an
e-mail, a window appears searching for an executable which appears the
browser but seconds after, the browser opens but just get a blank page
sometimes and other times, I get the link ok.

I changed my default browser with firefox and that exe window didn't
appeared. Changed the default back to IE and the exe window reappears.

What should I do ? Reinstall Office 2003 all together, not a repair ?

First, in IE click Tools>Internet Options>Programs>Reset Web Settings. If
that doesn't work, enter the path to IE (i.e., %Program Files%\Internet
Explorer\Iexplorer.exe) in the box. Finally, see this:
